The town's waterfront buildings and a rising column of smoke are visible beyond the ship's bow rigging and a davit-hung boat. Such images document the routine presence of American naval vessels in Caribbean ports during a period of Dominican political and financial turmoil that led, within a year, to U.S. administration of Dominican customs revenues under President Theodore Roosevelt's policy.
