Before the widespread use of radio for tactical communication, visual signaling with flags, flag hoists, and semaphore remained essential for ship-to-ship communication within a task force, and signalmen like these were responsible for rapidly reading and hoisting the coded flag combinations that conveyed orders throughout the fleet.
