Two sailors aboard USS Petrof Bay (CVE-80) tend signal flags from the ship's flag bag during World War II. Before the widespread use of radio for tactical communication, visual signaling with flags, flag hoists, and semaphore remained essential for ship-to-ship communication within a task force, and signalmen like these were responsible for rapidly reading and hoisting the coded flag combinations that conveyed orders throughout the fleet.
